The Blues are expected to pursue a new centre-forward amid the inconsistency of Nicolas Jackson and Christopher Nkunku.
They have identified Delap as the priority target and reports claim that they are front-runners to land the 22-year-old ahead of their rivals.
The Blues are on course to qualify for European football and could guarantee Delap with a starting role for the 2025/26 campaign.
The same may not be the case at the Red Devils. Delap may have to compete with Rasmus Hojlund and Joshua Zirkzee for a spot.
Delap has netted 13 goals in the Premier League this campaign. He can leave for just £30m once Ipswich are relegated from the division.
The Blues may want him in their first-team squad in early June such that he can be registered for the Club World Cup in the United States.
